They are able to add more numbers depending in more people move into a certain region, which makes this method of organization quite useful. Some areas naturally have more prefixes than others, due to the amount of people living in that particular location. Land line phones and cell phones prefixes basically operate in the same way, where you may have a cellphone number issued to you specific to the general location of where you live. However, you may keep that number if you move, whereas the landlines number would have to change if you were move into a new house.

What is PSK
PSK is based on phase modulation algorithm that carries digital data by modifying and modulating the state of a carrier wave.
PSK utilizes a discrete numbers of phase or state, where each state is allotted an unparallel pattern of binary data. Normally every state converts equally numbered bits. Every bit pattern builds the symbolic representation that a particular phase presents. The demodulator is custom designed to specifically meet the requirements for the symbol-set in use by the assigned modulator. The modulator then determines the phase of the signal received & converts it back to the original symbol, hence retrieving original data. The receiver must compare the state of the received carrier wave to the addressing signal. This type of system is called coherent phase shift keying & referred as CPSK.
