In general computer systems with English language use a character set popularly with is known as US ASCII or ASCII. Currently a default character set ISO 1 has introduced that can display special characters for different region. These character sets comes as an encoded set in table with a positive number associated with each character. You can use these characters with a modifier key but it is quite important to use the proper font in order to display a particular character. These characters are like this ?????•??????????

You can simply use these from Character Map by going Start Menu > Programs > Accessories > System Tool. Here choose any font from the drop-down list of Character Map and double click on any character and hit the copy button. Then simply paste it where you want. But you can directly use these characters on you document with ALT+ NUM key combination. You will get the actual code at the bottom left section of Character Map after clicking on any symbol.
