Imageshack and Photobucket are 2 of the biggest image sharing websites on web (other than Flickr which is more for professional photographers) and I have seen these 2 sites often get blocked in school and colleges.

So if a friend has passed a funny image which is hosted on photobucket or imageshack and you are not able to see you, use the Proxy and you should be able to solve the problem.

Though do note that most of the proxy owners block hotlinking so may be you need to find the original page of photobucket or imageshack and than view it using a proxy website
