It seems twitter is back to early 2007 days when it had uptime of 98%. Today twitter service is going down very frequently showing Twitter is Over Capacity over and over again.

Back in 2007 when twitter was about a year old, it had serious scaling issues with Ruby on Rails platform as the service used to frequently get out of order but then the tech team made various modifications in the existing system to make it more scalable but somehow today it seems twitter is really broken as I have seen this Twitter is over capacity message fourth time.
