Paypal tried to avoid giving their phone number in public as making it public can create lot of problem for them. For example, too many phone calls causing delay for more important premium paypal members!

Anyway here is the contact phone number of Paypal. Make sure before calling them, you keep 3 things ready -
1. Primary business telephone number
2. Primary email address
3. last 4 digits of your Primary bank account number registered at Paypal Account

They do take some time to resolve the issues and their voice recognition system is not the best in the world but still its better to phone paypal rather then mailing them, which never even read by humans!
