Unfortunately I am not able to get the pic but if you are from India and have set up your default youtube region as India and if you open a link of a video which has been deleted, youtube shows you some of the most watches videos from India.

Now the problem with those videos is, most of them are all related to adult nature. Now a very big section of 50 million indian who browse internet and youtube look for that content so probably youtube automaticlaly shows videos with highest number of views but probably someone in Google India Team working on youtube should look into this and try to filter out such videos which are not suitable for everyone.
