Paypal being the world's biggest online payment service is often come under the line of fire from its users due lack of support, its biased policies towards buyers and problems in communicating with paypal representatives (endless loop of automated mails whenever you email them).

Paypal does not take any kind of action against non tangible goods i.e. buying/selling online websites or domains or ebooks, so if a person pays you, you sell him your product, he can file for a chargeback saying he didn't received the product and since you can never show any proof that you did, paypal will give the money back to the buyer.
