Verify Paypal with Debit Card

To verify your paypal account, paypal also offers you option of doing this with debit cards but they have to be International debit cards.

To identify if your debit cards are International or not, look for Mastercard or Visa logo on it. If it has, the chances are it can get accepted by paypal.

Though paypal reject huge number of debit cards from various banks as its not possible to verify the owner through them. Paypal also deducts small amount of 1 USD (which it returns immediate)y) and you will have to enter the transaction details of this transfer in your paypal account to claim the debit card ownership.

Since such features are provided in very few International Cards, the chances are yours may get rejected too if it don't support such features. If you are a 3rd world country citizen, the chances of rejection are almost 100%.
